Began with Welfare department 1946

Over next 10 years, many changes in head of department
"Raja" Cromwell, successful work with Brook in Sarawak.
Sucessful work in Singapore but he did not consult seniors,
 just took things in his own hands.
There was a Chinese riot. Rioteers tore down British flag set in field in front of office.
Comwell charged out and rescued flag.
Enraged crowd burnt cars excluding that of Cromwell's secretary.
Cromwell's pane van, appearing too lowly, was left unscathed.

A registry of transfer was created for children who were being looked after by guardians but could not be legally adopted. This certificate of transfer often surfaced during school registration.

Bond maids were girls given away to servanthood/slavery for life.
This was the option to infanticide.

9/10 of budget was for public assistance.
Those with tuberculosis who could be certified as fit to return to work in 6 months were put on a scheme that gave them a middle class allowance, encouraging them to come forward and complete TB treatment.
This place severe stress on doctors who had to exclude severely ill patients.

A grandmother wanted help to get her son from KL relocated to singapore so she cod be with her grandchildren. This grandmother looked after her three daughter's children but they were no "her" grandchildren!

Malay families strong kinship and able to absorb extra children.

Indian families: boys could be sent on the street and fend for themselves as "jaga kereta"
Indian families: not easy to marry off girls adopted from indian family:
if from relatve: relative may come and claim back
if from unknown : unknown caste
But Chinese girls they are happy to adopt: Chinesefamily will not come and claim her back: No issue of caste so is marriable.
